The North Western Water Supply and Sewerage Company Limited (NWWSSCL) is a commercial utility, providing water and sanitation services in the North – Western Province. The Company has a vision of “striving for excellence in water supply and sanitation”. It is value driven and performance oriented and since inception in the year 2000 has been among the top performing utilities. The Company operates in Eight (8) Districts; Solwezi, Mwinilunga, Kasempa, Mufumbwe, Manyinga, Kabompo, Zambezi and Chavuma. The Company envisioned to take over provision of water and sanitation services in the newly created districts of Mushindamo, Kalumbila and Ikelenge.

1. DIRECTOR FINANCE – G2 (X1)

1.0 Reporting Line:    Managing Director

2.0. Job Purpose:

To manage financial resources for the Company in order to ensure prudent utilisation and achievement of objectives

3.0 Main Duties and Responsibilities

3.1 Managing effectively the development of financial management policies, systems and procedures in order to ensure accurate and reliable financial reports and complying with statutory requirements and international accounting standards.

3.2 Managing effectively the preparation of financial reports and statements in order to provide information to stakeholders and complying with statutory requirements.

3.4 Works with the Chief Executive Officer and management team to proactively minimize financial and legal risk to the organization.

3.5 Oversee all aspects of financial management and ensure optimal financial systems implementation, budgets and expenditure tracking, financial reporting and accounting for all programs.

3.6 Manages the acquisition, maintenance, inventory, recording, verification and protection of project and administrative facilities and assets including IT assets & equipment etc.

3.7 Presents quarterly, half yearly and annual reports to NWASCO the sector regulator on the Company’s performance relative to the set sector standards.

3.8 Ensuring timely preparation and monitoring of corporate budget in order to control costs and providing a basis for resource mobilization.

3.9 Managing timely preparation of management accounts in order to provide information for management control and decision making.

3.10 Managing effectively treasury management in order to maintain an appropriate Company cash position and facilitate investment activities.

3.11 Ensuring timely engagement with external auditors and provision of financial statements in order to facilitate effective auditing.

3.12 Managing effectively the fixed asset register in order to safeguard company properties and ensure an up-to-date record.

3.13 Managing timely processing of corporate payroll in order to comply with statutes and Conditions of Service.

3.14 Overseeing effectively processing of payments in order to comply with statutory, regulatory and contractual obligations

3.15 Prepares and presents quarterly Finance reports to the subcommittee of the Board and makes presentations to the Board on follow up issues as necessary.

3.16 Prepares responses requiring Finance input following queries from the media, Government and other stakeholders.

3.17 Provides financial input in investment funding initiatives commissioned by the Company with major funding Donors, Agencies, etc.

3.18 Supervises. coaches, motivates, develops and disciplines subordinates and agrees, monitors and reviews performance of subordinates in order to ensure that they work towards meeting their targets.

3.19 Performs other duties as assigned by the Managing Director from time to time

4.0 Knowledge and Skill Requirements

4.1 Minimum Academic qualifications

Grade Twelve (12) Form Five (05) with Five “O” Credits including Mathematics and English Language.

4.2 Minimum Vocational/Professional qualifications

Full ACCA/CIMA/CA – Zambia

Member of ZICA

4.3 Minimum relevant work experience.

Minimum 10 years post qualification experience in a reputable organisation of which 5 years at Senior Management.

Minimum of 45 years old.

4.4 Required competencies/Personal qualities

Strategic/Business planning skills

Highly developed leadership and management skills

Computer Literacy

High analytical Skills

Knowledge of procurement of Works and Consultancy for donor financed projects;

Demonstrated experience in planning and design of water supply and sanitation infrastructure and Contract Management for donor financed projects.
