DIRECTOR RESEARCH AND KNOWLEDGE MANAGEMENT

The Zambia Environmental Management Agency (“the Agency or ZEMA”) is a statutory body established under the Environmental Management Act (“EMA”) No. 12 of 2011, read together with Act No. 8 of 2023 The Environmental Management (Amendment).

The mandate of the Agency is to do all such things as are necessary to ensure the sustainable management of natural resources and protection of the environment, and the prevention and control of pollution. Without limiting the generality of this mandate, the EMA lists the functions Agency within which research and knowledge management aspects are included.

In pursuance of its mandate, ZEMA is inviting applications from suitably qualified and experienced Zambians for the position of Director Research and Knowledge Management.

1. JOB PURPOSE

Under the direction of the Director General, the purpose of the job is to lead and oversee the operation of the research and knowledge management directorate in carrying the related aspect of the Agency’s functions in line with the EMA and the Strategic Plan of the Agency.

2. JOB CONTENT: (Without Limitation)

The job holder will be accountable for research and knowledge management as follows;

2.1 Initiate, conduct and promote research, surveys, studies, training and investigations in environmental management;
2.2 Research or sponsor research on the effects of climate change on human beings and the environment;
2.3 Ensure that research results inform the formulation of policies and programs are relevant, effective and efficient towards the corporate goal of ZEMA.
2.4 Liaises with Government, cooperating partners and other linkages on environmental issues, providing technical support, facilitating information sharing and benchmarking, so that national programmes on the environment are technically sound and collaborate to achieve quality environmental management in Zambia.
2.5 Supervises and monitors the management of various research projects to ensure efficiency and help achieve corporate goals.
2.6 Develop knowledge management and sharing strategies, fostering a culture of learning and ensuring effective knowledge management practices at ZEMA.
2.7 Capture new knowledge with the usage of a Knowledge Management Systems, and ensuring that the knowledge is processed and stored for the use of ZEMA and its stakeholders.
2.8 Manages the production of research and knowledge management related monthly, quarterly, annual reports and others, such as state of the environment reports, etc.
2.9 Makes recommendations to Director-Human Resources and Administration on the acquisition and maintenance of technical, human, financial, material and information resources required, to implement various activities and make them available to various stakeholders.
2.10 Perform all other duties as required.

3 JOB QUALIFICATIONS, SKILLS AND EXPERIENCE:

3.1 Minimum Qualification

  • Grade 12 School certificate or its equivalent.
  • Bachelor’s Degree in Environmental Sciences, Natural Sciences, Information Science, Research Methods or relevant field.
  • Master’s Degree in Environmental Sciences, engineering, development studies, social sciences, business administration, research or relevant field.

3.2 Minimum Relevant Pre-Job Experience

  • Ten (10) years’ work experience in a reputable organization, of which five (5) years must have been at Senior Management level.
  • Experience in Environmental/Scientific/Academic Research or information management desirable
  • Proven knowledge and proficiency in Quantitative and Qualitative Research Analysis methodologies and/or tools.

  • Experience in knowledge management, leadership, and the development of knowledge products;
  • Experience in project management and strategic planning;

  • Knowledge of donor reporting requirements and expectations;
  • Clear understanding of the national development agenda, policies and plans;
  • Ability to effectively communicate with governmental, international, private, NGO and public sector decision-makers;
  • Exceptional interpersonal and team working skills;
  • Functional skills in financial management and budgeting;
  • Proven problem-solving skills and exceptional customer relations when dealing with both internal and external clients;
  • Computer literacy; and
  • Pragmatic, efficient and highly organized personality.

4. TENURE OF EMPLOYMENT & REMUNERATION

Three (3) year contract term on a competitive executive remuneration package and renewable subject to satisfactory performance

5. CANDIDATE PROFILE

The suitable candidate must be a Zambian of exceptional integrity who is a self-starter, goal- oriented with demonstrated ability to lead teams through onerous time bound tasks. Driving and computer proficiency are a must.
