Job Description

The purpose of the USAID Foundational Learning Technical Assistance Activity is to assist the Zambian Ministry of Education (MOE) in delivering foundational learning, with the goal of improving learning outcomes in lower primary grades (grades 1-3). In partnership with the Ministry of Education (MoE), the program will ensure the ongoing implementation of the adapted Early Grade Literacy Program in the five current USAID target provinces (Eastern, Muchinga, North Western, Southern and Western) following the MOE’s timeline for the roll out of the 2023 Zambia Education Curriculum Framework, scale a Foundational Learning Program to two additional provinces (Copperbelt and Lusaka), and respond to emerging needs in the education sector in the event of disasters and emergencies.

The Chief of Party (COP) shall be responsible for the overall management and implementation of the project and work together with the designated USAID Contracting Officer’s Representative (COR). The COP shall supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID, key stakeholders, and other implementing partners.

Qualifications

Education:

A master’s degree in education, social sciences, or a relevant field.

Skills and Experience:

    • A minimum of 10 years of experience in managing teams and implementing education programs in developing countries, preferably in the implementation of a national scale early learning or primary literacy programs
    • Demonstrated experience in USAID funded programs that include strategic leadership and proven track record in designing, implementing, and managing program activities.
    • Knowledge of USAID regulations and reporting requirements.
    • A proven ability to identify and negotiate partnership opportunities and experience managing sub-partners.
    • Exemplary management, supervision, communication, and interpersonal skills to ensure internal coherence among diverse team members and productive relations with the host government, donors, and the international community.

Language:

Professionally proficient and fluent in written and spoken English.
