Road Transport and Safety Agency
The Road Transport and Safety Agency (RTSA) was established through an Act of Parliament; the Road Traffic Act No. 11 of 2002. RTSA has the mandate to implement Government policy on road safety and transport management. The Agency also collects Revenue on behalf of the Government of the Republic of Zambia. The following vacancies now exist.
Deputy Director-Safety-RTSA 2 (1 Position)
Purpose of the Job
To manage the road safety operations of the Road Transport and Safety Agency (RTSA) under the general directions of the Director & Chief Executive Officer of the Agency in order to ensure provision of a safe and environmentally friendly road transport system in Zambia
Specific duties & Responsibilities
a. Implements road safety policies in accordance with the Road Traffic Act, 2002.
b. Disseminates road safety information to the stakeholders including road users through publicity campaigns.
c. Develops, coordinates and conducts road safety education programmes to ensure uniformity of purpose and attainment of high standards of road safety by all education providers consistent with aims and objectives of the road transport policy and the RTSA.
d. Formulates updates and conducts road safety policy programmes aimed at promoting road safety throughout the country.
e. Develops road safety curriculum in conjunction with the curriculum development center for the Zambian schools.
f. Conducts studies in road accidents and recommends to the government new road safety measures and proposals for road safety policy, taking into account the prevailing technical developments, legal requirements and sound and economic conditions.
g. Facilitate the development and day to day implementation of the Road Accident Database
h. Reviews and publishes reports on the effectiveness of the road safety operations and recommends suitable safety measures to improve safety standards during planning, designing and construction of new roads and upgrading of existing ones.
i. Reviews and publishes standards of road safety legislation and advises government on necessary amendments.
J. Maintains contacts with other relevant organisations outside the country on road safety to ensure performance improvement of the agency consistent with national and international requirements and objectives of the Road Transport Policy and the RTSA.
k. Ensures that the road safety section of the agency is manned by adequately trained, experienced and highly motivated staff to meet the individual and organisational performance requirements and aspirations.
Requirements
a. Full grade twelve certificate
b. A Degree in Transport Management, Engineering or Education,
c. Ten years working experience Transport or related undertaking of which 5 years should be at senior management level.
d. Master’s Degree in Transport Management, Engineering, Education
e. Membership of the Chartered Institute of Logistics and Transport /EIZ or related professional body.
