Position Title: Human Resources Specialist (1 Position-Internal and External Advertisement)
Reporting: Senior Human Resources Manager
Principal Duties and Responsibilities
The Human Resources Specialist will work with the Senior Human Resources Manager to execute all Human Resource Management functions to ensure that HR strategies are implemented to the latter and provide oversight of the Human Resources Officers within the team.
Specific Tasks
Support full cycle recruitment process in compliance with established procedures and regulations including but not limited to creation of job descriptions and interview questions, shortlisting and pre-screening candidates as well as reference checks, and negotiating offers of employment to ensure timely engagement of staff;
Assist in the administration of medical scheme insurance benefits for staff and facilitate changes or improvements to the scheme in consultation with the Senior Human Resources Manager to satisfy the needs of staff;
Work closely with Senior HR Manager to implement and maintain performance management system in alignment with organizational strategic goals;
Support administration of leave management by ensuring that leave is well tracked, and records are securely maintained;
Assist in developing HR metrics to guide management’s decision making in areas such as training, staff retention, exit surveys, and employee feedback;
Support the Senior HR Manager in the administration of disciplinary cases, enhancement of industrial relation issues including conflict management, grievance procedures to encourage harmony in the organization;
Maintenance of accurate timesheet records and ensure all timesheets correctly approved are submitted to Finance together with the payroll inputs;
Contribute to the development and editing of HR related policies and procedures, as needed in coordination with the Senior HR Manager and communicate changes when applicable;
Assist in designing a filing system in soft copy to help keep past and current records and maintaining historical human resource records by in a secure way and easy retrieval of records by also ensuring all files are compliant with Chemonics policy, local labor laws, USAID regulations: confidentiality and safety of the data;
Participate in the development and editing/review of HR policies and procedures, as may be required in coordination with the Senior HR Manager and communicate changes when applicable to keep staff abreast with the current information;
Work closely with assigned supervisor on communication to staff on labor law changes to remain compliant, and help to ensure a positive and thriving work environment for all staff;
Compilation of monthly payroll inputs to Finance by the 14th of each month and ensure employee changes are recognized and integrated into the payroll system by the payroll custodian;
Initiate and coordinate on-boarding of new employees to ensure basic knowledge, processes and procedures, rules and regulations are communicated/shared by the respective team members so that new employees are equipped with the relevant information required to effectively contribute to the organization’s attainment of the overall goal;
Management
Ensure project compliance with local labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices;
Work with employees and supervisors to prevent and/or resolve employee relations issues in coordination with Global HR and Office of Business Conduct (OBC);
Other duties as assigned.
Minimum Education Qualifications, Experience and Competencies
Bachelor’s degree in related field, preferably Human Resource Management or Public Administration;
Minimum four (4) years’ experience in human resources with experience working for development projects and/or organizations;
Knowledgeable of Zambian labor laws and holder of a valid ZIHRM practicing license;
Ability to work in team environment a must; previous experience managing/supervising others highly preferred;
Ability to exercise confidentiality and high levels of professionalism;
Excellent interpersonal and communications skills;
Demonstrated leadership, versatility, and integrity;
Written and spoken fluency in English required.
