ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission is guided by ECA’s five strategic directions which aim to: advance ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; Developing macroeconomic and structural policy options to accelerate inclusive industrialization for poverty and inequality reduction; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for transforming Africa; Contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa’s position at the global level and developing regional responses as a contribution to global development issues. The subregional office for Southern Africa (SRO-SA) is located in Lusaka (Zambia). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving inclusive industrialization for the reduction of poverty and inequalities in Southern Africa with a particular focus on economic transformation through private sector development, value addition and value chain development to accelerate intra Africa trade through existing Free Trade Agreements (FTA), the African Continental Free Trade Area (AfCFTA) and regional integration. The position is located in the Sub-regional Office for Southern Africa (SRO-SA) of the Economic Commission for Africa in Lusaka, Zambia.
Responsibilities
Under the supervision of the Director of the Sub-regional Office for Southern Africa, and within delegated authority, the Administrative Officer will be responsible for the following duties:
HUMAN RESOURCES MANAGEMENT
• Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. BUDGET AND FINANCE • Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilised to implement activities in accordance with the Programme Budget and allotments issued. • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. • Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilisation of program resources. • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice. • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues. • Provides guidance and leadership to more junior staff. GENERAL ADMINISTRATION • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. • Reviews adequacy of departmental space requirements. • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related work as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. 2 years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
