Nursing and Midwifery Council of Zambia

Nursing and Midwifery Council of Zambia (NMCZ) is a statutory body established in 1970 under the Nurses and Midwives Act No. 55 of 1970 with an express mandate to regulate nursing and midwifery training, education and practice. The Act was repealed and replaced by the Nurses & Midwives Act No. 31 of 1997 and Nurses & Midwives Act No. 10 of 2019, which redefined the functions of the Council and expanded the scope of practice for nurses and midwives.

The Council is therefore, inviting applications from highly motivated, result oriented, qualified and experienced persons to fill the positions of:

GRADE: NMCZ5

JOB PURPOSE:

To undertake the preparation and implementation of the budget in order to facilitate the achievement of organizational goals.

PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)

a) Undertakes effectively the processing of payments in order to facilitate accountability of public funds;
b) Undertakes effectively preparation and monitoring budget implementation in order to ensure that expenditures are within the approved estimates and are in compliance with financial regulations;
c) Undertakes timely bank and nominal ledger reconciliations in order to reflect the correct financial position and facilitate financial reporting;
d) Undertakes timely the preparation of fixed asset register in order to monitor the condition and location of fixed assets and facilitate financial reporting;
e) Undertakes timely the physical verification of fixed assets in order to facilitate accountability;
f) Undertakes timely reconciliation of accounts payable in order to ensure payment are done in accordance with contractual agreement;
g) Undertakes effectively preparation of responses to audit queries in order to facilitate decision making;
h) Undertakes effectively the sequential filing of petty cash vouchers and accompanying documents in order to facilitate accountability;
i) Undertakes timely and accurately the maintenance of books of accounts in order to facilitate 9. efficient storage and retrieval of information;
j) Undertakes timely recoveries of loans, advances and other receivables in order to facilitate repayments; and
k) Undertakes effectively the custody and storage of all accountable documents in order to ensure their security.
l) Undertakes timely preparation of cash flow and forecast reports in order to monitor the cash position
m) Undertakes timely and accurately preparation of financial statements and reports in order to facilitate external audits and decision making.
n) Undertakes timely development of work plans and Implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.

KNOWLEDGE AND SKILLS REQUIREMENTS

a) Minimum Primary/Secondary Education

Full Form Vor Grade 12 School Certificate.

b) Minimum Vocational/Professional Qualification

Diploma in Accountancy or its equivalent.

c) Minimum Relevant Pre-Job Experience

2 years

d) Communication Skills

Written Skills

Able to write technical and analytical reports.

Oral Skills

Able to communicate effectively in English

f) Must be a Member of Zambia Institute of Chartered Accountants
