ASSISTANT MANAGER – PROCUREMENT BUSINESS AND MARKET ANALYSIS – HO (1 POST)
GRADE: BoZM5

Job Purpose

Undertake procurement related business and market analysis, using innovation and leveraging market data, to conduct in-depth spend analysis, cost saving strategies to deliver long-term, agile, and innovation-based procurements in the Bank.

Main Accountabilities

  • Manage and perform a wide range of procurement-specific data-gathering and analytical activities to support business decision-making, business improvement, opportunity analysis, procurement planning and new procurement initiatives.
  • Identify and engage business users to scope procurement requirements leveraging market trends and detailed insight obtained from data analytics.
  • Assess current and future trends in market business models to make recommendations for enhancing the procurement process.
  • Conduct market research to source the best products and suppliers in terms of best value, delivery schedules and quality.
  • Develop metrics, methods, and procedures to drive procurement cost optimization.
  • Provide expert analysis and opportunity identification for the Bank to achieve increased value for money, cost savings and risk reduction through strategic procurement initiatives, especially as they relate to the defined areas of spend.
  • Develop strategies to make sure that cost savings and supplier performance targets are achieved.
  • Provide support from a procurement angle, in the preparation of business cases, position papers, briefings and reports.
  • Build and sustain partnerships and networks among business units, functional areas, internal and external stakeholders, including contributing to projects and cross-functional initiatives.
  • Identify and assess risks associated with strategic procurements for incorporation in the Bank’s Enterprise Risk Register.
  • Reinforce or reengineer procurement processes by conducting benchmark and supply chain cycle periodical reviews.
  • Develop specialised reports, correspondence, recommendations, and presentations on highly complex procurement issues for a variety of audiences, including senior management.
  • Provide quality management support to procurement process e.g. reviewing solicitation documents and relevant annexes for quality purpose, when required.
  • Give presentations about market analysis and possible growth.
  • Provide input and suggestions on areas of improving procurement policies and procedures to enhance efficiency and effectiveness in the procurement process.

Qualifications and Experience

  • Grade 12 School Certificate with five (5) ‘O’ Levels (credit or better).
  • BSc in Procurement & supplies management or equivalent plus CIPS.
  • Three (3) years relevant experience
  • Should be a member of Zambia Institute of Purchasing and Supply, with a valid practicing licence.
  • A Masters will be an added advantage.

Key Knowledge and Attributes

  • Experience in Supplier Management, eSourcing and Business Intelligence (BI) tools and technologies.
  • Excellent communication, collaboration, and presentation skills.
  • Excellent organizational and time management skills.
  • Exceptional analytical and strategic thinking abilities.
  • Self-starter and ability to work independently with minimal supervision.
