Job Description

The Budget and Program Design Advisor (the ‘Advisor” or “Specialist”) works under the general supervision of the Senior Budget and Finance Advisor for the Health Office (HO). The Specialist is a key, senior HO team member, charged with exercising important strategic and operational functions. The Specialist serves as a subject matter expert on a full range of USAID HO budget activities. S/he is responsible for leading strategic budget planning for all HO activities and initiatives, including budget planning, development, implementation, and monitoring for complex, multi-million dollar health initiatives, a large portion of which includes President’s Emergency Plan for AIDS Relief (PEPFAR) funds. The Specialist provides high level guidance to senior members of other USAID/Zambia offices, such as the Program Office, the Financial Management Office, and the Office of Acquisition and Assistance. S/he develops, implements, and monitors advanced tools to track funding obligations to partners, and interprets guidance from the Country Operational Plan, Health Investment Plan, and Malaria Operational Plan through a strategic approach, in a manner that makes information readily available to the Health Office Director and Deputy Directors, and facilitates resource requests and allocations. The Advisor liaises closely with the PEPFAR team in USAID/Washington on PEPFAR-funded activities, and also plays a primary role in coordinating financial aspects of HO and other Mission reporting requirements.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

A. Education: A Bachelor’s degree in business administration, public administration, finance, international economics, social science, development studies, accounting, program design or development, or a related field, are required.

B. Prior Work Experience: At least five years of progressively responsible, professional-level experience in auditing, accounting, financial management capacity building, program planning, budgeting, financial management, or closely related work that includes the analysis and interpretation of complex data are required, including experience and expertise working with complex public accounting systems and other financial management software, the ability to advocate for and justify financial proposals and decisions, within a fast-paced, dynamic environment with many stakeholders.
