Lubambe Copper Mine Limited (LCML) operates an underground copper mine located in Chililabombwe District in the Copperbelt Province of the Republic of Zambia. The company also has a mineral processing plant with a capacity to process up to 2.5 Mt per annum of copper ore and produces a high – grade copper concentrate.

LCML seeks to employ an experienced and qualified individual in the following position:

CONTRACTS OFFICER (x1)

This position reports to the Contracts Superintendent.

Core Purpose of the Position

To be responsible for the negotiation, administration, and termination of prime contracts, subcontracts, and cooperative agreements and works closely with the Executive Committee and Senior Officers. The Contracts Officer will be required to analyse and coordinate the administrative, technical and commercial aspects of the Tendering and Contract process. Also, to actively oversee the efficient and compliant generation.

Key Performance Areas/Indicators (KPA/Is):

  • Negotiating and administering contracts, subcontracts and cooperative agreements for approvals, extensions, modifications and amendments, supplemental funding requests, key personnel notifications, close-outs and other actions which are required to be handled promptly.
  • Undertakes contract formation activities including assembling RFP documentation, administering the tender process, completion of the evaluation process and preparation of the evaluation report.
  • Monitoring financial activity of prime and sub-contracts, including contract, subcontract, and grant closeouts (computing rate variance for final release).
  • Prepares change order and amendments, negotiates with contractors and customers to obtain settlement.
  • Acts as a liaison between the Company and Contractors to ensure that all queries are dealt with in a timely manner.
  • Analysing and interpreting complex contract terms and conditions, advising on their impact and associated risk and liability to staff at all levels.
  • Prepares regular status reports on ongoing tendering and evaluation activities undertaken by Lubambe Copper Mine.
  • Conduct an in‐depth analysis of all bids received in response to each Tender, Proposal and Quotation to identify the response that best meets the needs of the user department and is consistent with the terms and conditions of standard procurement policy.
  • Preparing and keeping under review standard contracts and associated legal documents for all aspects of enterprise activity.
  • Addressing potential conflicts of interest between the objectives of the Company in undertaking the contracted activity, the policies/regulations of the Company and the Suppliers business/commercial objectives.
  • Execution and maintenance of all tendering and contract activities in accordance with the Companies policies and procedures as well as the public procurement standards and regulations.
  • To be accountable and responsible for tracking the tendering and contract activities’ status and ensuring that they are aligned to project deadlines.
  • Processing and Managing service requests in Delta ERP system or any other system provided by the Company.
  • Perform any other duties related to the post as deemed appropriate by the Contracts Superintendent.

Academic Qualifications and Experience:

  • Full Grade 12 School Certificate.
  • Degree in Quantity Surveying, Construction Management, Commerce or Law.
  • Valid EIZ/SIZ membership and practicing license.

Experience:

  • At least 3-5 years’ experience in a mining environment or Construction industry.
  • Must be experienced with FEDIC suite of Contracts (Red, White and Yellow books).
  • Demonstrated experience in Contract development as well as administration of major construction projects.
