Project Summary:
The USAID Z-MELP project intends to 1) Strengthen the national Health Management Information System (HMIS) owned and managed by the Government of the Republic of Zambia’s (GRZ) Ministry of Health (MoH); 2) Improve monitoring, evaluation, and research capacities within key government and non-governmental institutions; and 3) Expand the evidence base for existing approaches to health programming in malaria, nutrition, family planning, maternal and child health, and HIV. The activity supports the strategic objectives of the USAID, the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI).
Position Summary:
The Data Management and System Coordinator supports MoH in the design, deployment, and customization of health information systems, including DHIS2, undertakes data analytics, GIS integration, and the development of real-time dashboards to enhance decision-making and program monitoring. The role supports MoH in server administration, ensures system security and uptime, and collaborates with government and partners to align health systems with strategic goals. The incumbent will also drive the creation of data visualizations and foster stakeholder engagement for scalable and impactful digital health solutions.
The Data Management and Systems Coordinator is a full-time position that reports to the Senior HMIS Advisor and is seconded to the MoH, ICT Directorate.
Responsibilities:
- Provide technical support to MoH in designing and customizing health information systems, including DHIS2.
- Configure data entry forms, validation rules, indicators, dashboards, and user roles and ensure system interoperability using FHIR-compliant solutions and API integrations.
- Clean, analyze, and validate health data using SQL and Python tools (e.g., NumPy, Pandas).
- Monitor and improve data quality through validation and feedback.
- Create analytical reports, scorecards, and performance dashboards and provide ongoing mentorship to improve data utilization and reporting.
- Manage geospatial data layers using QGIS and integrate them into DHIS2 and design GIS-enabled dashboards for real-time program monitoring and reporting.
- Conduct training workshops on health systems and data analytics tools, mentor staff in mobile data collection tools (e.g., Kobo Toolbox, DHIS2 Android apps) and develop user manuals and SOPs.
- Manage Linux-based servers for reliability and security.
- Monitor server performance and maintain 98% system uptime.
- Configure virtualization tools like Proxmox and perform system updates and patches.
- Collaborate with MoH and partners to identify and address system needs, provide strategic advisory and technical guidance on health system implementation and lead system testing, bug resolution, and feature deployment.
- Support the digitization of mentorship tools for monitoring and evaluation, develop performance monitoring tools, scorecards, and reporting frameworks.
- Create interactive visualizations with tools like Apache Superset, R, and DHIS2.
- Facilitate cross-sectoral collaborations to address diverse stakeholder needs.
Qualifications:
- A Bachelor’s Degree or higher, with a Master’s Degree preferred in computer science, information technology, software engineering or related field.
- Five or more years of experience with data management, including three or more in the public health sector with HMIS, DHIS2, or similar systems.
- Experience with data visualization tools and summarizing big data trends; Tableau and Python programming language experience preferred.
- Ability to create data pipelines.
- Experience training staff in data management, analysis, or visualization.
- Experience with USAID programs and M&E preferred.
- Ability to prepare reports and present technical work to non-technical audiences.
- Ability to create high quality presentations for executive leadership.
- Ability to produce high quality work under deadlines.
- Fluency in written and spoken English.
