
Road Development Agency
The Road Development Agency (RDA) is a statutory organization whose function is to plan, manage and coordinate the road network in the country. The Agency is responsible for planning, care, maintenance and construction of public roads in Zambia. It also regulates the maximum permissible weights on roads, conducts studies for the development, maintenance and improvement of the road network, and reviews design standards and classification.
In order to implement this mandate, the RDA now wishes to fill the following vacant positions:
DIRECTOR – CONSTRUCTION AND REHABILITATION (1 POSITION)
JOB SUMMARY
Reporting to Director and Chief Executive Officer, the Director-Construction and Rehabilitation will be responsible for managing the implementation of new constructions and rehabilitation works, monitoring and evaluation of works, and supervision of contracts. The job holder will also be responsible for playing a strong advocacy and networking role in developing and maintaining effective strategic relations with various Divisional Heads, Senior Managers, Accountants, Internal Audit, the RDA Board, and other Agencies. In addition, the job holder is also expected to forge the relevant international strategic alliances to ensure that RDA keeps abreast with international best practice standards in developing and growing a sustainable roads sector.
Some of the key responsibilities include:
a) To oversee project implementation in fulfilment of the Annual Work Plan related to the
construction and rehabilitation of roads and bridges;
b) To interpret and implement the terms and conditions of contracts for the Agency’s
Contractors and Supervision Consultants;
c) Provide advice to the Director & Chief Executive Officer on all contractual matters on
works and service consultancies;
d) To attend all Progress Meetings on selected projects;
e) Maintain a good and functional relationship with the Cooperating Partners;
f) To liaise with Director Planning and Design on inputs into the Annual Work Plan;
g) To liaise with the Chief Communications and Corporate Affairs Manager in order to portray to the general public the good and positive image of the Agency;
h) To supervise Senior Managers and other Divisional Staff and provide guidance in the
implementation of the Agency’s projects;
i) Provide required input to all Parliamentary Queries;
j) Provide feedback to other departments on improvements in various aspects of operations;
k) To provide feedback on the financial performance of the Annual Work Plan and make
relevant recommendations to enhance efficiency and value for money;
l) To perform any other lawful duties as may be assigned to him by the Director & Chief
Executive Officer.
QUALIFICATIONS AND EXPERIENCE
- Grade 12 School Certificate;
- Bachelor’s Degree in Civil, Highway Engineering or other related engineering field from a recognized university;
- Master’s Degree in Civil Engineering or a related engineering field from a recognized
university; - Membership of the Engineering Institute of Zambia (EIZ), Engineers Registration Board (ERB) with current practicing certificate; and
- Minimum of 10 years relevant work experience at senior management level in the road
construction and rehabilitation including experience in implementing donor-funded
capital investment projects.
