Purpose of job

The incumbent is responsible for managing and maintaining the integrity of the finance function for the foundation and its subsidiary and administering a financial / accounting system as well as internal controls that comply with International Financial Reporting Standards, International Accounting Standards, ZGF Financial Policies and Procedures and Zambia Institute of Chartered Accountants’ frameworks and regulations

Main duties

1.      Contributes to the development and achievement of the strategic objectives and co-ordinates the annual and quarterly budgeting exercise to meet the requirements of the ZGF strategic plan

2.      Produces and maintains the Financial Policies and Procedures Manual and provides guidance to the other members of staff in its implementation to meet the fiduciary expectations of both internal and external stakeholders

3.      Develops, implements and reviews an internal control system that enables ZGF to maintain financial integrity and safeguard its financial resources

4.      Monitors the income and expenditure for ZGF and provides effective and timely guidance on measures to maintain balance

5.      Prepares short- and medium-term budgets

6.      Reports and analyses key financial information to the CEO, the management team and the Board of Directors on a timely and accurate basis

7.      Produces timely and reliable management information and financial reports on a monthly and quarterly basis

8.      Ensure adherence to statutory regulations and ZGF group agreed policy and standards

9.      Produces timely and accurate financial and grants management reports to donors as per reporting schedule

10.   Provides guidance and support for monitoring and evaluation frameworks around financial performance and impact measurement indicators

11.   Provides any financial records or financial statements required by external auditors and effectively implements any recommendations agreed to by ZGF management

12.   Develops unit annual plan and work objectives, work plans and individual targets for direct reports and uses them as a basis for assessment of performance and identifying of capacity development needs

13.   Keeps abreast of developments in area of specialization in order to continue to provide services to the highest ethical and professional standards

14.   Provides accurate information required for performance management purposes and attends performance management discussions.

15.   Carries out any related tasks that the CEO may from time-to-time reasonably request

Education and training: MBA (Finance), full ACCA or ZICA; member of ZICA

Decision-making: Financial and accounting processes and procedures within policy and well-elaborated accounting standards. Allocation of funds is within established guidelines, with some discretion to depart from them.

Work complexity: Budgeting, disbursements, accounting and financial reporting, procurement, and capacity building

Responsibility for resources: Managing staff:  Directly responsible for two professional positions; Managing financial and other material resources: ZGF bank accounts, accounting systems and records

Representation: Internal contacts: Head of Units for finance and accounting support and guidance, programme for disbursements and reporting; External contacts: Banks, funding partners, CSO partners, service providers and suppliers of goods

Physical environment: Office environment

Work experience: 8 years of experience with a minimum of 5 years as an Accountant in a similar environment, 3 years of leadership experience, experience in managing and reporting on donor funds as well as on income earned through its activities under its social enterprise wing;
