Job Description

GH-TAMS is seeking candidates for a Global Health Security Advisor for a six-month assignment with USAID/Zambia. The consultancy will be in Zambia at about 133 days of effort. Start date is approximately March 11, 2024.

Background:
Zambia is a USAID GHS Intensive Support Country, focused on capacity-building through a One Health lens to prevent, detect, and respond to infectious diseases, with a focus on zoonotic diseases. Part of this work involves building laboratory and surveillance capacity. Zambia currently has a well-established country-wide sample transport system and network of PCR machines used to diagnose viral load and tuberculosis in persons living with HIV (PLHIV). population, and ensure socio-economic integration in Peruvian society and contribute to the economy.
Help stand up the USAID Zambia GHS Division

  • Onboard new GHS partners (LGHS, LEAP, and IFRC)
  • Assist with two performance reviews of implementing partners
  • Further develop relationships with GRZ counterparts, including discussions related to imbedding staff at ZNPHI, Ministry of Fisheries and Livestock, and/or other GRZ entities
  • Develop a report that details:
    • The current GRZ (and USG-supported) supply chain and laboratory transport systems
    • Steps to leverage the current equipment and systems used for PLHIV for testing of zoonotic diseases for all persons in Zambia
    • Expected timeline for integration of the human and animal laboratory systems
  • Explore additional ways to incorporate the growing animal health system with the established systems used in the human health (RMNC and HIV) system
  • Assist with outbreak response, as necessary

Qualifications:

  • MPH, MD, and/or DVM would be preferable
  • Strong technical skills in global health security with demonstrated in-depth knowledge of supply chains and/or laboratory systems
  • Strong written and verbal communication skills, including fluency in English

International Business & Technical Consultants, Inc. (IBTCI), is the prime contractor implementing the $125 million USAID-funded Global Health Technical Assistance and Mission Support Project (GH-TAMS) activity. Along with its subcontractor, Dexis Consulting Group (Dexis), IBTCI provides the Bureau for Global Health (GH) and USAID field missions with high quality technical expertise to achieve the Agency’s foreign assistance global health mission (October 2019-October 2024). GH-TAMS technical assistance supports over 65 Missions and 19 GH Offices and other Bureaus covering a broad range of technical areas and cross-cutting issues such as HIV/AIDS, family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.

Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
