KEY RESPONSIBILITIES
Systems Development
• Harmonise existing pre-service nursing and midwifery eLearning platforms into a single instance managed and hosted by the NMCZ     and ensure an eLearning solution is user-friendly, interactive, and easily adaptable.
• Support the analysis, review, design, development and implementation of eLearning systems and platforms within the Nurse and          Midwifery Council of Zambia (NMCZ).
• Works collaboratively with NMCZ, subject matter experts SMEs), instructional design, and other technology consultants, to plan,       develop, and execute eLearning platforms for nursing education that are learner-centred, interactive and user-friendly.
•  Advises SMEs, designers and NMCZ on the options and best modes of delivery for various types of training, including enhancing    user experience and accessibility.
•  Applies instructional design principles and adult learning theory in developing content objectives, content analysis and     information mapping.
•  Collaborates with subject matter experts who provide knowledge transfer to ensure appropriate course content and learner application.

Systems development, utilisation and maintenance SOPs
•Develop supporting workflows and Standard Operating Procedures to ensure that all learning resources are properly set up and available to ensure optimal performance of the LMS.
•Develop systems and Standard Operating Procedures on eLearning Blended Learning Course Development Guidelines, Privacy, Terms and Conditions, Learning Management Systems

Implement change management processes in schools, MOH, NMCZ and the Higher Education Authority, to support transition to eLearning solutions.
•  Conduct system demonstrations to ensure that all learning needs, requirements, and established standards are met for the technology platform on which the curriculum is deployed.
•  Develop a change management plan and facilitate workshops and training with faculty, students, and systems administrators.

Build the capacity of students, faculty, and systems administrators to effectively utilise and manage eLearning platforms.
•  To develop and conduct orientation and training sessions with students, faculty and administrators on the use and management of eLearning platforms and systems management.
• Provides technical support to institutions’ ICT experts, including TOT on how to provide training to individuals and user groups.
• Supports identification and capacitation of Champions.
• Provide technical resources for faculty members and learners, such as step-by-step guides on how to enrol, access, and use the learning management system. These resources should include guides for learners on how to navigate and utilize the system, as well as separate guides for moderators, course authors, and administrators.

Deploy champions (including mentors and peer-to-peer support) to motivate users and support utilisation at all levels.
• To develop standardized criteria to identify champions, build their capacity and track and monitor their performance in eLearning and management systems.

Foster partnerships with strategic partners to provide technical support, train human resources, and provide infrastructure.
•  Host bi-annual stakeholder progress updates with potential and future eLearning partners including donors, NGO’s, technology and telecom agencies and NMCZ.

Work in close collaboration with the organisation’s Scaling up Decentralised Education for Nurses (SUDEN) and Accelerating Vocational Education in Zambia (ACEZ) programs and teams.
•  Supports the administration of the entire learning management platform, including third-party plugins, mobile applications, and technologies.
•  Tracks usage of the learning management system and digital courses and generates reports on course usage, attendance, etc.
•  Actively monitors the performance of the learning management system, and traffic flow to the system and makes suggestions to improve on areas requiring improvement.
•  Develop backup and disaster recovery procedures to ensure continued systems availability and carry out routine backups and restore tests.
•  Provides quality assurance for the eLearning platform and tests functionalities in course rooms to ensure that all the assets are fully accessible by final users.

QUALIFICATIONS, SKILLS, AND EXPERIENCE
•  Advanced degree in computer science, information systems management, instructional design, or related fields. Related ICT certifications in learning technologies are an added advantage.
•  Demonstrated at least 8 years of experience in e-learning management technologies, modern enterprise-edge ICT technologies, services management, software development, operations, and support.
•  Advanced knowledge and skill in capturing, analysing, designing, and documenting business requirements.
•  Proficiency in e-learning software such as Articulate Storyline or Adobe Captivate.
•  Knowledge of HTML, CSS, and JavaScript.
•  Familiarity with Learning Management Systems (LMS), especially MOODLE.
•  Ability to develop instructional content compliant with the Shareable Content Object Reference Model (SCORM)
•  Knowledge of the concepts, principles and practices in adult learning theory, instructional technology, instructional theory, and practice.
•  Demonstrable experience in project management of ICT projects, e-learning projects and sound knowledge of project management tools.
•  Demonstrated ability to adapt to changing organizational processes, and technologies.
•  Ability to manage complex requirements and processes across organizational boundaries to complete projects.
•  Possess high interpersonal skills
