Mulonga Water Supply & Sanitation Company Limited

Mulonga Water Supply & Sanitation Co. Ltd is a Commercial Water Utility Company providing quality Water and Sanitation Services to its customers in Chililabombwe, Chingola and Mufulira.

Mulonga Water Supply & Sanitation Co. Ltd has partnered with VEI under the WaterWorX program, funded by the Government of the Netherlands and in its quest to improve overall performance, signed a Water Operator Partnership (WOP) agreement with VEI.

Mulonga Water Supply & Sanitation Co. Ltd seeks to employ a suitable, highly motivated and goal oriented professional to fill the positions listed below.

1.  Head Project Coordination

Reporting to the Director Infrastructure Development from Mulonga Water Supply & Sanitation Co. Ltd and the Project Manager (PM) of VEI, the Head Project Coordination will be responsible for the coordination of the project execution of the international WOP with VEI.

The WaterWorX program phase 2 focuses on the following:

Workstream 1: Utility working processes

  • Develop and implement a commercial dashboard (MIS)
  • Develop a system to manage and maintain minimal stock levels for critical stock items
  • Develop an integrated work order system
  • Workstream 2: Enabling environment
  • Conduct technical and managerial skills training
  • Facilitate workshops for sectoral improvement
  • Organize international exposure visits

Workstream 3: Investment mobilization

  • Develop infrastructure investment plans, based on conducted infrastructure needs analysis
  • Source donor funding for the various investment plans
  • Implementation of investment plans

Project management

  • Organize project management and governance meetings
  • Knowledge sharing and management
  • Financial project management, planning and progress reporting

Results, Tasks, and Responsibilities

Project Management

  • Prepares, implements, monitors, and evaluates the implementation of the (WOP) project plan. He/she ensures key project targets are reached within the project cycle
  • Coordinates VEIs input in the project, based on the main project agreement
  • Prepares risk analysis in cooperation with the PM, monitors, and reports risks to the PM
  • Supports the PM with reporting

Operational Management

  • The PC is functionally responsible for the employment of local project staff under supervision and in cooperation and alignment with the project manager. He/she is responsible for recruitment, daily guidance, coordination, and development of local project staff
  • He/she arranges the planning, supervision, and evaluation of short-term experts’ inputs, including the logistics of visits
  • He/she reviews the recommendations received from short term experts in consultation with the management and works towards implementing the viable recommendations
  • He/she acts in accordance with VEIs resourcing policies (Dutch STE, South STE, hybrid Peer Support model) and within VEI’s CSR policy
  • The PC develops small-scale investment projects (Water for Life), coordinates field surveys and supervises activities/investment projects in the field

Change Management and Enabling Environment

  •  Is aware of the enabling environment (on national, sectoral, local, and utility level) and advises the PM how to address the enabling environment
  • Applies theory and approaches of change management and determine change issues
  • Supports the PM and the partner utility to implement organizational change

Financial Management

  • Supports the PM in developing annual plans and budgets, annual narrative and financial report and informs PM on progress
  • Advises the PM on relevant project changes (budget and other KPIs)
  • Supports the PM in developing tender documents, tender selection process and contracting

Stakeholder Management

  • Supports the PM representing the interests of VEI and the project with stakeholders

Knowledge management

  • Contributes to the development and sharing of knowledge within the WOP, externally (in Communities of Practice), and participates in (local) peer groups

Mandate

  • Takes decisions independently within the framework of the agreed project contract, project plan and the applicable regulations and guidelines. Financial decisions are made by the project manager who is financial responsible and the decision-making authority

Educational level and experience

  • Academic working level, at least a Bachelor or equivalent degree in a relevant direction (e.g., water resource management, civil engineering, water quality, etc.)
  • Knowledge and at least 3 years’ experience in operational management /project management in a water utility
  • Proven experience in and exposure to the local working context and culture
  • Experience in handling donor financed projects
  • Basic knowledge of financial principles and practices of an organization and of a project
  • Registered member of professional institution in Zambia
  • Valid driver’s license
  • Valid passport

Skills and Competences

  • Result oriented: he/she must know how to convert plans into concrete goals and actions. Able to monitor and evaluate objectives, adjust plans when necessary and take action in time
  • Leadership: he/she is able to follow the WOP/project vision and can translate this into a project plan/logical frame (execution), show involvement and provide exemplary behavior. Needs to be self-reflective and proactively seek feedback for continuous development
  • Communication: he/she has the ability and willingness to “understand” the “partner”, can apply assorted styles based on cultural diversity. He/she has excellent communication and reporting skills (both written and oral)
  • Collaboration: he/she should be a team player able to work under pressure. He/she must be willing to work in an international context
  • Coaching / people management: he/she sets concrete goals together, recognizes the importance and power of diversity in teams, empowers employees, and facilitates learning and development

2. Engineer Systems & Business Improvement.

The Engineer Systems & Business Improvement will report to the Head Project Coordination in the Directorate of Infrastructure Development.

Job Purpose

  • Organization of WaterWorX project activities
  • Documenting of best practices from the WaterWorX project
  • Monitoring and reporting of progress of WaterWorX project activities

Tasks and responsibilities of Engineer Systems & Business Improvement

  • Coordinate and analyze operational challenges in the company. Based on this analysis develop solutions (investment plans) that fall within the scope of the WaterWorX phase 2 project plan.
  • Support the HPC in the preparation of project implementation plans, schedule the activities and ensure they are done in accordance with the company’s standards.
  • Prepare and minute periodic project meetings.
  • Actively collaborate in the WaterWorX Zambia team and internationally (YEP program, CoPs)
  • Report the company’s annual key performance indicators

Educational level and experience

  • Full grade 12 School Certificate with at least six (6) credits
  • Relevant degree in Engineering
  • Registered with professional institution with at least 5 years of job experience in water and sanitation services
  • Valid Driver’s License
  • Valid passport

Skills and competences

  • Pro-active, responsible, able to work both independently as well as collaboratively, hold high ethical standards, be respectful, and have excellent analytical skills.
  • Excellent communication / reporting skills (both written and oral)
  • Have a good understanding of cultural diversity and communication (culturally sensitive)
  • Should be a team player able to work under pressure
