Project Overview

Pact Zambia seeks highly qualified, enthusiastic, creative, energetic, and accomplished Zambian nationals to work on the recently awarded, five-year USAID/Zambia Integrated Health Activity (ZIHA) contract. ZIHA will support the USAID and PEPFAR objectives of 95/95/95 and providing service delivery and technical assistance to improve Maternal, Newborn, and Child Health (RNMCH) and Family Planning & Reproductive Health (FP/RH) services.  ZIHA will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians.

1. Strategic Information Systems Administrator

The Strategic Information Systems Administrator (The Administrator) will be responsible for technical leadership in the design, development, upgrades and maintenance of data management systems. The Administrator will ensure that data flows seamlessly within and between systems (SmartCare/SmartCare+, imPact, Aggregate DHIS2) and other relevant systems that informs Zambia Integrated Health. The Administrator will also ensure data analytics and user-friendly data visualizations for continuous project monitoring and performance reporting. The Administrator will also manage development, adaptations and updating of data management system documentation including technical specifications, job aids and user guides. They will also provide Capacity Development to district and provincial teams on maintenance of Strategic Information systems and supervises Senior Health Informatics Officers.

3. Driver/Logistics Assistant

The Driver/Logistics Assistant will provide driving services, vehicle maintenance, record-keeping (logbook), and supplementary clerical work as needed. The Driver/Logistics Assistant will operate and maintain vehicles used for the USAID/Zambia Integrated Health Activity project.

4. Strategic Information (SI) & Health Informatics Officer (District level)

The District Strategic Information & Health Informatics Officer will lead SI activities at the district level. Ensure timely collection and reporting of quality data, Capacity Development for the DHO and ZIH team at district level, data verification, and Quality Assurance. The person will lead implementation of SI systems, including troubleshooting for system maintenance, requirements gathering, and support implementation of systems upgrades under supervision of Provincial Strategic Information & Health Informatics Officer. 6. Provincial Hub Manager – (3) Ndola, Kabwe, Solwezi

The Provincial Hub Manager will manage a Provincial-level ZIH office and team of technical, monitoring and evaluation, finance, HR and logistics staff, including Pact and sub-partner staff. The Provincial Hub Manager will oversee planning, implementing, and monitoring of program activities in the assigned Province, and will oversee multiple District-level hub offices in the Province. The Provincial Hub Manager will serve as the senior-most representative of ZIH at Province level and will be the point of contact for GRZ, USAID, and other stakeholders at Province level.

7.  Senior Health Informatics Officer (3) Ndola, Kabwe, Solwezi

The Senior Health Informatics Officer will lead Strategic Information systems management activities at the province. 8. Quality Assurance/Quality Improvement Advisor (Ndola)

The Quality Assurance/Quality Improvement Advisor will ensure high quality service delivery across the ZIH project in line with international best practices and technical guidance, government guidelines and policies, PEPFAR’s site improvement monitoring system, and project standard operating procedures. H/she will be responsible for establishing, managing and coordinating ZIH’s continuous quality improvement (CQI) system and the capture, reporting and use of its data for service improvement. H/she will establish, oversee, and/or strengthen the capacity of provincial and district-level CQI teams to investigate gaps in service access and uptake using available data, prioritize and test solutions, and monitor progress against improvement indicators. H/she will support integration of CQI across project implementation areas and collaborate closely with ZIH Strategic Information Team to ensure systematic collection, reflection and use of data for learning and adaptive management, and documentation and dissemination of the project’s emerging best practices.

9. Senior IT Officer (1) Lusaka

The Senior IT Officer is a full-time position based in Lusaka Zambia. S/he is primarily responsible for the smooth running of computer systems and networks at the ZIH Lusaka Office and occasionally support provincial IT teams and supported health facilities as needs arise. S/he will support the ZIH Operations Manager to ensure users are properly supported in a timely manner, responding within agreed time limits to call-outs, talk staff or clients through a series of actions, either face-to-face or over the phone, to help set up systems, troubleshoot system and network problems, diagnose, solving hardware or software faults and recommend replacement of parts as required. The Senior IT Officer will operate as part of the Project’s operations team and will be under the supervision of  the Operations Manager.

11.   Operations Manager (1) Ndola

The Operations Manager is a full-time position based in Ndola, Zambia. S/he will be responsible for oversight of ZIH Activity operations across three target Provinces (Copperbelt, Northwestern, Central), in coordination with Operations/Logistics staff based at the Lusaka, Provincial and District Hub Offices. S/he works in close coordination with the Director -Finance Management and Operations, Senior Program Manager, and other staff to oversee office Administration, Fleet, Inventory, and Information Technology. This Position directly supervises the Operations and Logistics Officer (Lusaka Office), Provincial Hub Operations and Logistics Assistants, Operations Assistant / Receptionist (Lusaka), and Senior IT Officer (Lusaka).

13. Strategic Information Senior Advisor (1) Ndola

The Strategic Information Senior Advisor will be responsible for contributing to  the design and implementation of M&E and Information management systems to ensure appropriate tracking and assessment of all project activities.  S/he provides technical guidance and support to Strategic Information teams at District and Province level in establishing and implementing their strategic information systems for the project. S/he will oversee data quality assurance including conducting routine data quality assessments and roll-out of standard operating procedures for data quality management. S/he will lead the Capacity development of P/DHO in data analysis and use for program monitoring and management of service delivery. Ensure timely reporting from facility to P/DHO levels.
