JOB PURPOSE

To plan, coordinate and control the procurement activities in the organization in order to ensure timely acquisition of goods, services and works.

KEY RESPONSIBILITIES

  • Formulate and Implements the MICCL procurement strategy to ensure the procurement department supplies goods and services required in the implementation of the MICCL business strategy in a timely manner.
  • Plan and implement robust purchasing strategies in liaison with the stores, end-users and finance so as to obtain required goods works and services from local and foreign suppliers economically, promptly and continuously.
  • Design documents, supervise the administration process of procurement by regulating inputs, ordering and general supply management formalities.
  • Prepares and implements the procurement work plan to support the implementation of the procurement strategy to support the timely delivery of goods and services critical for the successful implementation of the MICCL strategy.
  • Ensure full contractual, Service Level Agreements (SLAs) and legal compliance, ensuring suppliers perform strictly in line with contractual obligations and legislative requirement including risk assessments
  • Check and sign orders/ contract of purchases to ensure pertinent terms and conditions are clearly stated, documented to protect the company from unnecessary or unauthorized
    commitments at all times,
  • Identify cost-saving and cost-reduction opportunities in expenditure during the procurement process
  • Prepares and leads negotiations using the six-step sourcing process and use of different negotiation tactics
  • Undertakes performance management of suppliers to ensure delivery on time in full
  •  Manages suppliers to ensure right-first-time quality
  • Supports cross-functionally for indirect procurement across Stores, Operations Services, Facilities, and others as required
  • Identifies opportunities and implement cost reduction projects working with cross-functional teams.
  • Manages legal and environmental aspects associated with food and pack ensuring compliance.
  • Understands internal stakeholder needs.
  • Follows closely KPIs and monitor the operations on daily basis
  • Identifies key local and international suppliers for all materials, equipment and supplies, and interview them in order to determine product availability and terms of sales in order to ensure savings
  • Selects, maintains and manages a supplier base that is financially sound, technically competent ensuring quality at expected costs
  • Resolves the vendor or contractor grievances and claims against suppliers
  • Analyzes the market in order to find new suppliers
  • Prepare bid documents and invite tenders, which are received and evaluated following the PP Act guidelines, procedures and regulations.
  • As default secretary of the procurement committee prepare minutes and submit according to the Zambia Public Procurement Authority requirements
  • Build motivate and retain a strong Procurement team
  • Any other reasonable task that may be required by Management

QUALIFICATIONS

  • Grade 12 School Certificate with five (5) Credits or better including English and Mathematics
  • BSc in Purchasing & Supply, Degree in Public Administration or equivalent Post Graduate Diploma in Purchasing and Supply for those with Business Administration or equivalent Post Graduate Diploma in Purchasing and Supply (CIPS-UK).
  • Masters in Procurement and Supply or Business Administration will be an added advantage.
  • Must be a full member of the Zambia Institute of Purchasing and Supply with a valid Practicing License

EXPERIENCE

Not less than 5 years of experience in procurement at senior management level in an organization of similar size
