Job Description

In order to foster development progress well beyond programs and significantly boost impact, USAID/Zambia is dramatically expanding its range of strategic partnerships in-country. The Senior Partnerships Advisor (hereinafter referred to as “Senior Advisor”) is responsible for fostering new strategic partnerships, coordinating and strengthening existing relationships with external and internal stakeholders, and providing senior-level advice and guidance to expand strategic partnerships with African, U.S. and international entities. Serving in USAID/Zambia’s Front Office and reporting to the Mission Director, the Senior Advisor will ensure Mission leadership continuity, particularly during Front Office leadership transition periods, by serving as an important source of institutional memory for incoming Mission leaders, including new Front Office and other office leaders. Under the Mission Director’s overall leadership, the Senior Advisor will serve as a USAID liaison for key institutions and entities including the Cooperating Partners Group (CPG), the Government of the Republic of Zambia (GRZ), civil society, the private sector, and the diaspora community. Additionally, the Advisor acts as a key lead in partnership with other staff to organize initiatives and engagements with key stakeholders, including other U.S. Embassy sections and agencies, private sector institutions, local partners, donors, and the GRZ. The Senior Advisor will serve as a champion for local staff empowerment along with the leadership of the Mission Local Staff Committee and other local staff leaders. This includes working with other Mission stakeholders to drive progress on the Mission’s FSN Empowerment Implementation Plan, and in developing new and progressive initiatives that can further position the Mission as a leader in local staff development and localization. Working in close collaboration with Mission leadership and the wider Mission team, the Senior Advisor will be the Mission’s lead and central coordinator for monitoring and assessing progress toward partnership development goals. This function will include maintaining an organic and evolving central data set of existing and developing partnerships of all kinds (including those directly initiated and led by USAID/Zambia, and those developed through implementing partners) as well as strategies and approaches for communicating those partnership results effectively through USG channels and outreach. Finally, the Senior Advisor shall work with the Mission team to develop and implement an overall approach to new partnership development which will include identifying key new partnership sectors/prospects/targets, formulating and implementing approaches to create and implement them; and reporting/cataloging/communicating their results and impact. The Senior Advisor will work as part of a broader team in fulfilling all of these functions. The Senior Advisor should be dynamic, creative, solution-oriented and results-focused. Because USAID is a learning and collaboration-focused organization, the Senior Advisor must have senior-level communications, teamwork, and interpersonal skills. S/he must be able to develop, and attain strong support for, a strong vision/framework for success that integrates technical expertise and cross-cutting initiatives from within and outside the team. The candidate will be adept at leveraging opportunities for partnership from conception to implementation.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: Master’s degree in international development, international relations, business administration, economics, political science or related fields is required.

2. Prior Relevant Work Experience: A minimum of ten (7) years of progressively responsible, professional level job-related experience, including at least three (3) years of this experience in strategic outreach, policy development and planning, and/or communications is required.
